The hotter the radiation the shorter the wavelength i.e. the Sun. Cooler radiation such as reflective radiation has a longer wave length. This is why sun can radiate through aerosol particles yet is trapped on the wasy out to the atmosphere. However there is part of the wavelength spectrum that allows radiation in and out in equal proportions.
