This was the final attempt by Parliament to reach a settlement with King Charles 1. It was presented to the king on December 24th 1647. The proposals were based upon the Newcastle Proposals. The Parliament slimmed down its demands to focus on military and parliamentary independence with an offer to meet to discuss the other contentious issues. However Charles signed a pact with the Scots two days later, which agreed the King would agree to sign the Covenant and suppress Independent sects.

Hearing this news Parliament broke off negotiations for good.
